A Proposal for Protecting Oil Spills. This paper discusses ways to protect oil spills. This policy document proposes a framework for determining responsibilities of damages caused by oil spills from accidents in the sea and liabilities of the damages. It charts out general directions for the European Union and its member states with regard to the prevention of damage and the realization of compensation.
